CITY HALL — Alderpeople on Wednesday approved a sprawling agreement to settle 16 lawsuits filed against the city that are tied to alleged misconduct by disgraced former Chicago police detective Reynaldo Guevara. The misconduct cases were filed by 17 men who say they were wrongfully charged and convicted of murder after being framed by Guevara and other Chicago police officers in the 1980s and 1990s.
