systemd reduces service downtime on restart and reboot

Systemd v260 and v261 introduce features to reduce service downtime during restarts and reboots. These include optimizing dm-verity image loading and using live update orchestration for state persistence. Services can now maintain runtime state across reboots with minimal disruption.
